Video Render gives smoothened pixels

That's a downside of video compression. For Minecraft, you can reduce CRF option to 16 to make the video look better

To me this looks more like a scaling/video effect filter issue than encoding

All video encoder has data smoothing filter built-in for better compression, not just quantization filter
