I downloaded the two files and installed them on my Win10 Pro Premiere Pro CC (current version) system. I don't see how to access Voukoder to save anything. I assume it should show up in the encode panel?
Anyway, I REALLY need to be able to encode mp2 files for broadcast tv WITH embedded captions. Does Voukoder do that?? If not, can the feature be added?

Thank you again. I tried Voukoder by selecting it under format (as your image showed) and selected mp2 on export. I don't see a way to do embedded closed captions. The captions control only shows burn-in and create a sidecar file. I need them embedded into the video file for broadcast television use.
Still, I look forward to experimenting with Voukoder.

There is a single format that seems to do the embedded captions but many stations only want mpeg 2 files. The format is MXF OP1. If you create a timeline and add a sample caption over the exporting video/audio you can see in the export menu the options to export burn-in, create a sidecar file (.mcc or .scc) and embed captions.
