Cannot open encoder what-so-ever.

I am trying to encode my video into 4k but the encoder does not want to open at all. I do not really know what I am doing with this so any help would be appreciated.

Here are the logs. I have tried with multiple different video options (like hvec or h.264) and none of them work.

I noticed that it is encoding at a very low frame rate but not sure what this means. I am trying to encode it at 60fps.

Can you try to select 60 fps in premieres famerate selection dropdown box?

I assume you mean this. I just changed it to 60 and still doesn't work.
