Is it possible to force the x264 encoder to use a constant bitrate? (Like mentioned here on the FFmpeg website) If so, which parameters do I have to pick?
(btw: Voukoder is great software!)

Yes, it is possible once I add the minrate and maxrate parameters to the options.
Edit: Will be in the next build!
