CBR & VBR for SVT AV1 doesn't work in 13.4

If I try to render using SVT-AV1 in either CBR or VBR the render "finishes" immediately (which basically means it failed) but if you use CRF mode then it works. This was not an issue in 13.3.

CBR now works but VBR still doesn't.
