Software don't open - Davinci Resolve 19.0.2

Good morning,
I am contacting you because I cannot use Voukoder on Resolve. When I press the "configure voukoder" button the window does not open. I'm on Windows 11.

Here's what I've already tried:
-check that revolve is up to date
-uninstall and reinstall voukoder
-check if it is indeed the latest version of voukoder which is installed 0.13

Thank you in advance for your help, I would really like to use this plugin.
