It works, problem in my new version Premiere Pro (13.1) Project , I have reinstalled the version 13.0.3 it works
Actually having the same "problem".
Have a i7 7700k and a RTX 2080, Voukoder uptodate, Premiere Pro 13.0.3.8, fresh install with Cuda enable in Project Settings.
GPU stay at something like 1/2%, CPU @ 90/100%... really strange.
Please provide the logfile.
Note to myself: Check the FFmpeg build!

My GPU 2-3% used time export, disabling CUDA in the project settings doesn't affect anything

The video used in this project was recorded on IPhone X in resolution 3840x2160 60 FPS, the format of file .mov. Final render in 1920x1080 60 FPS. No special effects other than video acceleration are used in the project.
The High render times (3/4 s per frame) could mean that premiere has a hard time decoding the source video. I guess it is a HEVC video, right?

Yes, this is HEVC.
This is most likely the reason. Decoding UHD HEVC (with maybe no GPU acceleration) can be tough. But this is a Premiere issue, not a Voukoder issue. You might ask Adobe if there is a way to improve this.
Maybe disabling the iGPU could improve performance. On my old system this helped.

Probably you are right. Can you advise anything other than converting the source file?
