May be most of people in this place uses Premiere,
If i speak about my own interest, I would say avidemux because export module with Nvidia is very poor.
But if i speak about a general interest, I would be inspired by the Neat Video plugin to have a better idea:

Hitfilm (Pro) would be nice! Such a nice program, but rather unoptimized, in terms of exporting, by itself
Wrote to them on Twitter some weeks ago, but they never contacted me back. You can still write to their support and refer to me. I would like to write a connector for it.
Yes I think it would be good for Hitfilm, but I guess why they have trouble answering. The free version Hitfilm Express is voluntarily limited in terms of export capacities, so Voukoder would conflict with their commercial strategy.
For VirtualDub I do not think that the choice of this version is wise, there are more recent forks which allow to import many video formats with many filters included. I have several versions on my PC by cons I can not find anymore the source sites
Yes, I do rely on the product strategies of these companies. I guess it is the same with BlackMagic / DaVinci Resolve. The want to get popularity with the free version and want to sell their hardware encoders with the pro version. So it is difficult to get voukoder into these products.
For VirtualDub2 I use a fork of https://sourceforge.net/u/vouk/vdfiltermod which should be pretty recent.

Lots of people (incl. me) would like to have this in DaVinci Resolve. But I guess this would be against their product strategy. It is free for a reason: Get people used to that software and if you want hardware encoding buy the bigger versions and the required equipment from BM.
I once sent them an email and they wanted to contact me, but never did.
I vote for Olive too since it's opensource and under constant development.
You don't need any proprietary BMD equipment for Resolve. Neither keyboards, nor panels, nor output cards nor cameras.

It would be very helpful to be able to encode directly from Resolve via the Voukoder e.g. in x265. I help myself with intermediates, but it would be a more convenient and flexible way with Voukoder.
Your plugin could encode up to 4K UHD/C4K in the free DaVinci Resolve version, in Studio version then without limits. That way you would stick to their strategy and everyone would benefit.
By the way, I use the Studio version and can test and compare high resolutions.

It's targeted toward people without much experience with video editing, but I just like that it's more lightweight, so if I just want to make a clip, I prefer to use Rush.
I don't think many people would be using it, because it's not designed for x86 platforms that is currently best for video editing, or I'm wrong...

Both Premiere Pro and Premiere Rush require an x64 platform, x86 support was dropped with the 2020 versions.
The best solution would be a new type of connector, a VFW based encoder with the same options like other connectors. It would be a break-through!
