Enable Inte Quick Sync option for all generations of intel processors

I understood in this post bellow that so far it is only possible to use the option Intel Quick Sync correctly on Intel seventh generation processors or higher.

Intel QSV Support

Do you think it is possible enable the Intel Quick Sync option on all generations of intel processors? I have a third generation intel i5 processor and I cannot use the intel Quick Sync option.

The problem was h265 qsv, h264 qsv works fine.

For some reason I can't use Voukoder H.264 (Intel QSV). But other apps and codecs that also use Intel QSV work correctly.
